The City of Newport News wanted to attract high-tech commercial development and encourage spin-off industries to complement an existing world-class scientific research complex. Using 200 acres of land around the Thomas Jefferson National Accelerator Facility (TJNAF), the City planned for the development of a scientific research park. Newport News' Economic Development Authority (EDA) chose Rancorn Wildman Architects to design a state-of-the-art laboratory research building as the cornerstone of the new park. The project was a collaboration among the Economic Development Authority, TJNAF, the College of William and Mary, Christopher Newport University, Norfolk State University, and Old Dominion University, and gives over 150 doctoral scientists access to 27 state-of-the-art laboratories and a 5,780 square foot research library.
